If I were the member of the National Planning Commission, I would prepare the following plan for the development of the Western Development Region.

• Agriculture Development Plan
• Promoting agriculture production, by assisting farmers
• Commercial farming, vegetables, fruits, oilseed, sugarcane
• Diary production
• Animal rearing, poultry farming etc.
• Tourism Development Plan
• Identifying new areas of tourism potentials
• Promoting domestic tourism
• Conservation activities
• Improvement of tourism is existing destinations
• Infrastructures Development Plan
• Road construction- Highways improvement, agricultural road construction
• Electricity extension to the remote areas
• Communication- cell phone and internet
• Drinking water and sanitation
• Industrial development
• Promoting cottage, small scale industries in the rural areas
• Establishment of agro-based industries
• Promoting market- local, national, international
• Conducting skill development trainings etc.

• The government should monitor and supervise the task assigned to the development projects time to time.
• The management of the projects should be effective and dedicated to the assigned task.
• The local people should actively participate in such projects instead of creating hurdles in the works.
• All the necessary materials, equipment, etc. should be made available so that there will be smooth flow of work.

Most of the Governmental and Non-Governmental projects in Nepal are based on Foreign Aids. As Nepal is one of the least developed country, it lack necessary technologies, human resource and finance. Although the physical resources are available enough, they have not been properly used for advantages.
The following points make the situation clearer.

• As we are poor and so educated, we cannot manage all the resources necessary for operating projects. So, we have to depend on foreign aids for running them.
• We neither have newly developed tools and technology, nor we can afford them. This situation makes us to depend on external aid.
• Most of our human resources are unskilled or semi-skilled. An advance need of projects regarding skilled human resources can be managed only with their helps.
• Some missionaries agencies are interested to invest for us too. They have good environment in Nepal like countries where they can spread their religion or culture without any problems.

Nepal is a developing country. It has not been able to utilize its resources better and lacks proper development of infrastructures. These also interrupt accomplishment of National level projects as per the objectives.
The major problems faced by national level projects are:

• Different resources necessary for the projects are not available as per the need of the project. Investment, skilled human resources, market, etc. need to be well managed for better results from the projects.
• The government also does not have liberal policy for the investors. They do not get actual assistance from the authority for the projects.
• Due to procedural administration to take license, choose the project site and determine the cost of the products always have problems.
• Locals and stakeholders often play unsupportive roles, corruption is prioritized, necessary materials won't be easily available, and strike and protest, etc. hinder the process of work.

If I were a member of the National Planning Commission, I would choose a project related to rural development. It is because:

• Development starts from villages
• Emphasis goes to need based investment
• Rural areas become self -reliant
• Harmonious development occurs

• Government of Nepal, local people and local non-governmental organizations.
• Organization of donor countries at international level like: UNO, World Bank, ADB, etc.
• Any developed country that has been helping Nepal in its development like America, Denmark, Japan, China, Germany etc.
• International non-governmental organizations (INGO) and social service organizations at international level UNDP, UMN, INF etc.

• Name of the project: Afforestation in open hill of my surrounding
• Aim of the project: To plant trees in all the open areas of our surrounding hills.
• The donor of the country: DAINDA
• Estimated cost: Rs. 20, 000
• Estimated manpower and their work: About 200 people work for about 2 days.
• Ways in which local participation is made: Each house contributes at least on sampling to make one pit and plants it.
• Number of beneficiaries and societal impact of the project: Over three hundred people will be benefited. The surroundings looks green, environmental balance maintains the number of animals which get increased in the areas.

To carry out the developmental process, there are several such national projects under implementation. Among them the one is Melamchi water project.
The Melamchi water project is a long awaited development project. It is under construction with the objective to supply drinking water through a special tunneled tank from a stream at Mealmchi in Shindhupalcowk district. It is an ambitious developmental work made with billions of budget taking under consideration of the increasing need of water supply to the rapidly increasing population of the Kathmandu valley.

Our country has vast potential of generating electricity because we have rich water resources. For energy utilized in so many areas, we don't have to rely upon other things so much. But unfortunately, these things haven't been utilized. Many parts of our country, still, is in darkness. All people haven't been facilitated with electricity. As such, the government has made the provision of 'Karnali Ujyalo Karyakam' with the distribution of solar power equipment for immediate purpose. In fact, it's a potential enactment towards the people from the state. It has got various importance. Such as:

• The people can immediately be facilitated by this kind of low invested economic programmes.
• The idea of utilizing our natural resources as alternative uses can inspire other people to use it.
• The passiveness and lack of interest on doing many things in the evenings can be re-initiated and brings positive deeds.
• It inspires government to reduce its pressure and high demands by applying elsewhere, where required.
